How strong is this protection?
Permissions are honoured by most readers, but some tools ignore them. For real protection, also set a password to open.

AES-256, the strongest standard for PDF, supported by Acrobat X and later and all current readers.
Can I allow form filling but block other changes?
Yes. Under “Changes”, choose “Form filling only”.
